Vancouver is stuck dealing with heroin addicts committing crimes that support their habits. The “free heroin for addicts” program is attempting to stop the addicts from continuing this behavior, as well as from increasing the crime rate in Vancouver. It is obvious that drug addicts have a hard time getting through their days, and the using would make daily activities such as jobs, interactions, and relationships hard to maintain. Heroin users will do absolutely anything they have to, just to get their hands on the drug. The crimes committed have consisted of breaking and entering in addition to stealing. The addicts have no limits to how far they will go to retrieve the drug to fuel their addiction. Unfortunately, this program will not help to ween the addicts off of heroin, it is only trying to save the city from their rising crime rates. By providing the drug, the addicts will be off the streets, which in turn will prevent them from committing more crimes. Furthermore, this can keep the heroin users out of the hospital because it is unfair to the hospitals that deal with drug users who do not strive to get better. After treatment, addicts turnout to be unable to afford their pricey stays in the hospitals. This program is a way to give people free heroin in the cleanest way possible. This will in turn fix the city of Vancouver but not the rising amounts of heroin addicts.

Still at least twice as long as it needs to be, but you’ve done a good job of correcting errors and replacing weak verbs.
